About MEC&A


MEC&A is a specialty-consulting firm located in Macon, Georgia specializing in roofing, waterproofing, and exterior wall systems and structural engineering and hazardous materials abatement. The firm routinely accomplishes work throughout the State of Georgia and the Southeast U.S.

Since 1996 MEC&A has accomplished over 700 roofing, waterproofing, and exterior wall consulting projects and over 380 structural engineering services involving the investigation, preparation of plans & specifications, cost estimating, and Construction Administration.

In addition to a Registered Professional Structural Engineer (P.E.), Registered Roof Consultant (RRC), Registered Waterproofing Consultant (RWC), Registered Exterior Wall Consultant (REWC), and a Registered Building Envelope Consultant (RBEC) on-staff, MEC&A’s staff has a combined project experience of over 50 years.

MEC&A roof designers are skilled in preparing designs for roof projects of all types. Project types, including some award winning submissions, include built-up, modified, single ply, spray polyurethane foam (SPUF), shingle, tile, and metal. These projects include both new construction and removal/replacement projects.

We routinely accomplish our roof investigations and designs on or ahead of the client’s schedule. We pride ourselves on never having a project not be able to be bid or built due to a loss of project funding due to a delay in completion of bid documents by MEC&A.

In addition MEC&A provides investigation, design, and construction observation services in the areas of structural, civil, and environmental engineering (asbestos sampling and abatement design) and mold consulting.

We are extremely mindful of our Client’s budget limitations. Our projects are routinely designed within budget. Cost estimates are prepared at each submittal stage in order to keep designs on budget.

The firm has enjoyed a high rate of repeat business from its clients. Multiple projects have been accomplished for the General Services Administration, Board of Regents, Technical and Adult Education, Georgia Departments of Defense, Labor, Corrections, and Juvenile Justice, private Corporations, and Private Individuals.


Michael E. Clark, P.E., RRC, RWC, REWC, RBEC, CSRP

Mr. Clark is a Registered Professional Engineer, Registered Roof Consultant, Registered Waterproofing Consultant, Registered Exterior Wall Consultant, Registered Building Envelope Consultant, and a Registered Roof Observer with over 30 years of experience, including over twenty years as Principal of his own firm. Mr. Clark has been involved in over 1,000 projects involving roofing, waterproofing, and exterior walls including investigations, evaluations, construction document preparation, cost estimating and construction contract administration. In addition to Mr. Clark’s extensive roofing, waterproofing, and exterior wall expertise, he also brings vast experience in hazardous materials remediation. Mr. Clark is a certified asbestos inspector and a certified asbestos abatement project designer.

Billie Ann Pierson

Billie Ann Pierson has been the Executive Assistant at Michael E. Clark and Associates, Inc. for over twenty years. As the lead administrative professional at MEC&A, Billie Ann provides executive-level assistance to Mike Clark, she also oversees the office personnel and assists in the facilitation and execution of administrative responsibilities throughout MEC&A. As the executive assistant she is responsible for calendar maintenance, preparation of correspondence and technical presentations, marketing, facilitation of meeting arrangements, processing of visit requests, and monitoring of all action and signature items. Billie Ann’s tenure of over years at MEC&A has contributed to her extensive knowledge of business and operational procedures and guidance, she is most adept at maneuvering and executing toward mission accomplishment. Billie Ann is proficient in QuickBooks Pro accounting software, SpecsInTact specifications Software, MasterSpecs (specifications software) Microsoft Office Software Packages (Outlook, Word, PowerPoint, and Excel).


About Charles Bell

Charles Bell is a CAD drafter/engineering technician at Michael E. Clark and Associates (MEC&A). After studying civil engineering for three years at Georgia Southern, Charles transferred to Southern Crescent Technical College (SCTC) where he earned his Associates Degree while specializing in Architectural Drafting. As an employee of MEC&A, Charles’s job description involves tasks such as creating construction drawings and preparing design packages for clients. His job requires that he routinely performs calculations that are used to determine values for wind up-lift pressure, drainage, framing, and fastener spacing. Charles has multiple years of experience using both REVIT Architecture and AutoCAD software, along with extensive use of Microsoft Office programs such as Excel, Powerpoint, and Word.


About Douglas Richardson

Douglas Richardson Jr. is an Engineering Technician under Michael E. Clark while finishing his degree in Mechanical Engineering at Mercer University. As a technician at Michael E. Clark and Associates Inc., Douglas’s responsibilities include creating design packages involving site surveying, CAD drafting, design calculations, design specifications, and design analysis reports. Further responsibilities include administrative duties that act as an extension to the executive assistant. Douglas’s academic journey and involvement in Mercer’s Army ROTC and the Georgia Army National Guard have given him skills to effectively communicate results and findings in word processable and CAD formats. Douglas is proficient in AutoCad, SolidWorks, Wind Analysis Software and Microsoft Office Software Packages (Outlook, Word, PowerPoint, and Excel).


About Gabe Jones

Gabe Jones is one of the Engineering Technicians at MEC&A working under Mr. Clark while finishing his degree in Civil Engineering at Mercer University. At MEC&A Gabe is responsible for working on all aspects of creating a design package, this includes site surveying, drafting, and design calculations concerning structural aspects as well as appropriate drainage design. During Gabe’s academic venture he has acquired vast knowledge of working in the field on projects by applying information learned in classes such as Construction Management, Foundations and Structural Design & Analysis and being able to effectively communicate the results/ findings clearly through word processing and design drawings. Gabe is proficient in AutoCAD, Solidworks, ArchGIS, Virtual Analysis and Microsoft Office Software Packages (Outlook, Word, PowerPoint, and Excel).


About Hart Warner

Hart Warner is a Building Enclosure Consultant for Michael E. Clark and Associates. His roles for the team at MEC&A include creating full design and specification packages for new building enclosure projects, marketing for new potential proposals, and managing goals for completing projects in a timely manner. Hart completed his Bachelor of Science in Engineering at Mercer University in May of 2020, with a specialization in Environmental Engineering. While a student, he participated in many relevant coursework and research opportunities, such as a “Graywater” Irrigation System for the purpose of effective household water reuse. Hart is proficient in AutoCAD, Solidworks, Wind Analysis software, Building Envelope software (such as RoofPro), as well as Microsoft Office Packages (Outlook, Word, Powerpoint, and Excel).

Jacoby is a full-time mechanical engineering student at Mercer University who is interested in project managements, machine design, and qualitative analysis. He has experience in AutoCAD, Inventor, SolidWorks, C++, and JavaScript. Always looking to expand his knowledge of the engineering industry, Jacoby is passionate about learning, leading, people, and creating.

Rasheed Mattis is one of the Engineering Technicians at Michael E. Clark & Associates working under Mr. Clark while finishing his degree in Civil Engineering at Mercer University. At MEC&A Rasheed is responsible for communicating with clients to ensure project deadlines are met, as well as meeting the design standards of the client. Rasheed’s responsibilities also include working on all aspects of creating a design package, such as site surveying, drafting, and design calculations concerning structural aspects as well as appropriate drainage design.
